Case Study: Delivering Long-Term Cleaning Stability Through a TUPE Transfer at Keter

Overview

Our expertise in handling TUPE transfers efficiently is demonstrated through our success with Keter. Located in a remote industrial estate in Banbury, they faced persistent challenges in recruiting and retaining cleaning staff. The site’s location made it difficult to attract part-time staff for short, unsociable shifts, especially with no access to public transport.

Despite working with various cleaning providers – local and national, large and small – and even trying an in-house solution, Keter continued to struggle with maintaining a high-quality cleaning service due to high turnover and recruitment difficulties. 

What Glenn Did

At the time of takeover, Keter was self-delivering its cleaning service, directly employing operatives. Our approach was to move away from the ineffective part-time night shift model and instead introduce a full-time, daytime cleaning solution.

However, we didn’t simply shift the existing cleaning routines to the daytime. Instead, we redesigned the entire cleaning process to better suit daytime operations while minimising disruption to Keters staff. This included:

  • Implementing a hybrid cleaning model, combining routine maintenance with scheduled deep cleans.
  • Introducing daytime-friendly equipment to ensure efficiency without causing noise disturbances.
  • Scheduling any disruptive tasks, including deep cleans, outside of core office hours to maintain a productive work environment.
  • Recruiting and training a dedicated cleaning team committed to higher standards and long-term retention. 

The Results

The impact was immediate. Keter employees quickly noticed an improvement, with offices, restrooms, and communal areas cleaned consistently and with minimal disruption. The new daytime cleaning team was better paid, highly trained, and more engaged, leading to a noticeable improvement in service quality.

By consolidating the workforce into fewer, full-time roles, we achieved:

  • Improved staff retention & reduced turnover – Full-time roles with better pay and stable hours meant fewer recruitment issues and a more consistent, reliable service.
  • Higher cleaning standards – Operatives were more visible, accountable, and engaged with Keter staff, ensuring a proactive approach to hygiene and maintenance.
  • Greater efficiency & less disruption – Cleaning tasks were strategically scheduled, with noisy or deep cleaning carried out outside core office hours, improving workplace comfort.
  • Lower absenteeism – With stable shifts and career progression, operatives were more committed, reducing last-minute absences and service gaps.
  • A cleaner, more productive workplace – Employees arrived each morning to a fresh, well-maintained environment, enhancing workplace morale and hygiene.

By tailoring our approach to Keter’s challenges, we not only improved cleaning standards but also created a more sustainable, people-first service that continues to deliver long-term success.
